Koé is the most important tribe of Touho. It is located at 3 km of the village, on the edge of the sea, in a cocoteraie. Outside Koé lies the aerodrome of Touho and the Augustin TY Professional College. Inside the tribe, close to the temple, is the sculptors’ place, named "JAMELI". 500 m further, the Catholic church and the common house offer a pleasant place. On the roadside there is the school, where children of the tribe and those of Kokingone are registered. These inhabitants live from there crops, and fishing which are sold at the communal market.

The Tribe of Koé (which mean “in the foot of the tree”) is made up of 400 people divided into 12 clans (families). Formerly, 4 clans made it up: - the clan of the fishermen - the clan of the hunters - the clan of the warriors - the clan of custom (birth, marriage and death).
The landowners gave grounds to the newcomers eager to settle within the tribe: it was for them a way of keeping the power while helping them to settle.
Touho is limited, in north by the college Augustin TY and the Bridge "where passes the sultana poultry", and in the south by the Ponandou river.
Raymond PABOUTY has been the mayor of Touho from 1983 to 1989; currently, He is in function at the Custom Senate.
The council of Olders, renewable every year per consensus, meets the 2nd Saturday of the month to manage: family problems - land claims (moreover it has just acquired 25 ha of ground which it will distribute, by drawing of lots, between the families) - various projects such as the creation of a lodging or a snack bar- prevention of the bush fires - the infringements concerning diving - hunting with projector - water and environment - and the layout of excursions.
Do not forget the custom which is the gesture which allows the entry of the tribe to abroads: a simple present of rice, tissue and and a little money is enough!
The tribe of Koé is rich, it doesn’t really suffer from unemployment.
